3th Future of Finance Summit
Speaking at the opening of the 3rd Future of Finance Summit held in Istanbul, İbrahim Ömer Gönül, the Chairman of the Capital Markets Board, stated that as of December 15 this year, 54 companies have been publicly listed, saying, "These companies provided a total of 79.3 billion Turkish liras in funds to the market." Gönül mentioned that capital markets experienced a very busy year regarding supply and demand.
Gönül, stating that the number of stock market investors has reached a record-breaking level, exceeding 8.5 million, used the expression: “As of December 15, 54 companies have been publicly listed. These companies have provided a total of 79.3 billion Turkish liras in funds to the market.”
Gönül continued by indicating that 19 companies from the manufacturing sector, 9 each from the energy and Real Estate Investment Trusts, 4 from financial institutions, 3 from agriculture, and 10 from other sectors have been publicly listed:
“We attempted to secure finances across a broad spectrum of capital markets for every sector. As you may know, in 2022, 40 companies and in 2021, 52 companies went public. Additionally, 33 companies raised funds through rights issues. From the beginning of 2023 until now, the total amount from the debt market is approximately 710 billion Turkish liras. Out of this amount, 356.9 billion liras were raised through domestic borrowing, and 352.9 billion liras were obtained through foreign borrowing.”
Gönül emphasized that investment funds and investment partnerships, collectively referred to as collective investment institutions, have played a significant and active role in the development of the capital markets
İbrahim Ömer Gönül stated that as of December 15, the number of securities investment funds reached 1423 with a total value of 1 trillion 460 billion Turkish liras. He also mentioned that the number of pension investment funds increased to 376, with a total value of 714.8 billion liras

CMB Chairman Gönül, mentioning the current existence of 9 publicly traded securities investment trusts, 48 real estate investment trusts, and 7 venture capital investment trusts, expressed the following:
"In the year 2023, 9 Real Estate Investment Trusts obtained approximately 16 billion Turkish liras in funds through public offerings. Another instrument we have introduced to the capital markets is crowdfunding platforms. With these crowdfunding platforms, we aim to enable the
public to participate in small projects and provide them with financial support. Currently, 13 platforms are operational and actively facilitating transactions. As the regulatory authority, providing financing opportunities to companies through capital markets is one of our key responsibilities. Additionally, ensuring the protection of investors is also among our top priorities. When we look at the figures related to this, in the first 11 months of 2023, we imposed trading bans on 212 individuals and issued administrative fines totaling 195 million liras for 90 individuals. We also filed criminal complaints against 9 individuals. These figures do not include the data from yesterday's bulletin. As you know, we implemented quite serious sanctions there as well. In addition to our measures, within the framework of the precautionary management system that we have entrusted to Borsa Istanbul, a total of 13 security-specific, 38 investor-specific, and 699 volatility-based measures were implemented. When we look to the future of finance, we, as the Capital Markets Boards, continue to prepare ourselves.”
-“In 2024, all applications can be submitted through the e-Application system.”
Gönül reminded that the e-Application project has been implemented, allowing them to start receiving applications in electronic format.
Gönül mentioned that initially, applications from investment trusts and institutional investors are being accepted. He stated, "In 2024, we will be able to receive all applications through this system. We have concluded our risk center project, which we have been working on in collaboration with Borsa Istanbul and the Central Securities Depository. With the risk center gradually coming into operation, we will have the opportunity to analyze all risks in the overall outlook, especially in the capital markets. In addition, we continue to collaborate with universities.”
Gönül stated that collaborations in using artificial intelligence and other areas are ongoing. He also mentioned that, along with these collaborations, any extraordinary movements in the capital markets can be instantly detected.
CMB Chairman Gönül mentioned, "To enhance transparency in the management process and protect the rights and interests of investors, we have initiated the necessary work to implement the responsible management principles known as stewardship, which is used globally but has not yet been implemented in institutional investors in our country.”
Gönül, stating that they have re-evaluated the legislation to address sector demands and resolve issues observed in the implementation regarding Real Estate Investment Trusts, mentioned, "We have concluded our efforts aimed at more effectively utilizing the individual retirement system in financing the venture ecosystem.
